Influencia del pensamiento de Bentham en el Reglamento de la Constituyente de Villa del Rosaria de Cúcuta - 1821

En las discusiones que se dieron en torno a la aprobación de la Constitución del Congreso de la Convención de Cúcuta de 1821 en donde se creó la Gran Colombia con la unión de Cundinamarca (Nueva Granada), Venezuela, Quito (Ecuador) se empezó a ver la necesidad de aprobar un reglamento para las deliberaciones. Sobre este punto se utilizaron las propuestas de Jeremías Bentham relacionadas con las discusiones parlamentarias (Ver por ejemplo este texto de Bentham on legislative procedures de Greaves).  En este Boletín del Gobierno sobre las sesiones del Congreso  de 17 de mayo de 1821 se escribe lo siguiente:  "BOLETIN DEL GOBIERNO SOBRE LAS SESIONES DEL CONGRESO Preocupaciones del Congreso. Organización Interior. Estado de la Hacienda Pública. Observaciones del Mister Dumont y de Jeremías Bentham.
